Jay Biggins manages the firm's national corporate relationships, including advising clients on overall site selection, relocation and incentives strategies, managing major projects involving complex multi-jurisdictional competitive strategies, and offering expert advice on incentives structures to facilitate client objectives. Jay Biggins earned a B.A and J.D. from Rutgers University and is a member of the District of Columbia Bar.

Joe Lacy, Managing Director, Biggins Lacy Shapiro & Company
Joe Lacy spearheads economic development strategies and financial analysis at BLS & Co. He joined the firm in 1998 and specializes in structuring and implementing corporate incentive packages and financing arrangements.
His responsibilities include coordinating all elements of project planning and execution, including initial project analysis, evaluation of potential incentives and financing opportunities, evaluation of key economic and procedural issues, management of competitive negotiation processes with key public officials, and follow-through with transaction documentation. Joe frequently participates in economic development conferences / panels and has spoken at CoreNet Global Events.
